    1. Lance Metzler, County Manager
      1.  Consider approval of a Resolution honoring the life and memory of Sergeant David Eugene Hardy, a Rockingham County native, who died February 28, 1958 as a POW in Pyoktong, North Korea.
      2.  Consider adoption of a Proclamation declaring April 2025 Child Abuse Prevention Month in Rockingham County.
      3.  Consider adoption of a Proclamation proclaiming "Prevention of Cruelty to Animals Month" as April, 2025 in Rockingham County. 
  5. Consent Agenda
    Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner
    1. Justin Thacker, Deputy Finance Director,
      Consideration to appropriate $150,000 in County ARPA revenue replacement funds that were transferred to the General Fund for economic purposes.  EDC is requesting up to $150,000 to be used towards the purchase of land on NC Hwy 87 Freeway Dr. in conjunction with the City of Reidsville.  The funds would be a contribution to the Citizens Economic Development, Inc. where the land would be purchased through and owned by them.
    2. Mandy McGhee, Finance Director
      1. Resolution Authorizing the Execution and Delivery of Installment Financing Contract to Finance the design, construction and equipping of roofing projects and HVAC replacement in various schools in Rockingham County.  This is the Final Resolution that is required to be adopted by the Board of County Commissioners for the financing of the various roofing and HVAC projects.
      2. Appropriate $47,104 of available fund balance in the E-911 Special Revenue Fund to cover 911 eligible portion of the cost to replace computer monitors, replace Netclock Sync server, and UPS battery backup system.
    3. Todd Hurst, Tax Administrator
      Request the approval of all refunds for March 5, 2025 thru March 16, 2025.
    4. Trey Wright, Public Health Director
      Request to approve the 2025 Child Fatality Prevention Team Annual Report
    5. Ben Curry, Director of Community Development
      1.  Consideration of approval to appoint Debra Madison and Bob Vincent as Plat Review Officers for the City of Eden.
      2.  Consideration of approval to appoint Melody Shuler as Plat Review Officer for the Town of Mayodan.
      3.  Consider the repeal of individuals designated as Plat Review Officers in Rockingham County.
      City of Eden:  Debbie Galloway, Devan Reid, and Jimmy Bolden
      Rockingham County:  Stacie S. Julian and Victoria Pedigo
      Town of Mayodan:  Kathleen Patterson, Melessa K. Hopper and Michael Brandt
      4.  Consider the appointment of Ben Curry as a Plat Review Officer for Rockingham County and remove Hiram J. Marziano as Plat Review Officer for Rockingham County. 
    6. Rodney Stewart, RCEMS Operations Supervisor
      Request approval of the accounting reports of billing and collection activity for February 2025 and approve uncollected accounts that are to be written off.  Lists of accounts are maintained and available for inspection in the EMS Office.
    7. Greg Bray, Chairman, Rockingham County Airport Authority
      Consideration of approval to appoint Scott Thomas to the Rockingham County Airport Authority.  His term will be from 4/7/2025 until 4/6/2028.
    8. Susan Washburn, Clerk to the Board
      Consideration of approval of the March 3, 2025 regular meeting minutes.
    9. Melissa Joyce, Fire Marshal
      Consideration of approval to set the Public Hearing for the Consolidation of Jacobs Creek and Huntsville Fire Protection Service Districts on May 19, 2025.

  7. Presentation - Captain Jennifer Brown
    Request to use $5,000 in Federal Forfeiture funds for Crime Stopper reward money paid by the crime tip organization for information on completed crimes.  This is a permissible expenditure per the US Department of Justice Guide to Equitable Sharing for State and Local Law Enforcement Agencies (2024 Edition Section V.1,j. Law Enforcement Initiative that Further Investigations).  
  8. Public Hearing - Lance Metzler, County Manager
    Approval on an Order to approve a request by the North Carolina Department of Transportation, Division of Highways for Abandonment from the State Maintained Secondary Road System, 0.03 miles of SR 2641 (Allen Road) Reidsville Township.
  9. New Business - Lance Metzler, County Manager
    Announcement:  Rockingham County Landfill - No Charge Week for disposal.  The dates are April 21, 2025 through April 26, 2025.  Hours are Monday - Friday from 7:30 am until 4:00 pm and Saturday hours are 7:30: am until 12:00 pm.
