Becoming a Notary Public

The Register of Deeds office administers notary public oaths for Rockingham County notaries Monday through Friday. To learn about the qualifications for notary public, follow this link to the NC Department of the Secretary of State Notary Division. Once you have received your initial appointment or re-appointment you will receive by email a notice to be sworn in at the Register of Deeds office. The notary public oath fee is $10 (cash or check). You must present a photo ID. Oaths are administered Monday-Friday, 8:00 am - 4:30 pm (excluding holidays). No appointment is necessary but you must be in our office no later than 4:30 pm.

Notary appointments are not valid until the oath of office is taken.

THE OATH MUST BE TAKEN WITHIN 45 DAYS OF THE COMMISSION ISSUE DATE AS SHOWN ON THE "CERTIFICATE OF APPOINTMENT AS A NOTARY PUBLIC" LETTER.

If 45 days lapse before the oath is taken the applicant must re-apply with the Secretary of State.

The North Carolina Department of the Secretary of State regulates and defines North Carolina Notary Public policy. It educates, tests, qualifies, and commissions notaries public. In addition to accepting Oaths of Commission, our staff is able to perform Notarial acts. The statutory fee allowable is $10 per signature (per document). Proper photo identification is required.
