It is illegal to dump trash, tires, appliances or any solid waste item outside of a licensed Residential or Commercial Waste program or other than at an approved solid waste facility such as the Rockingham County Landfill, whether the dumping is intentional or unintentional.
Rockingham County’s Code Enforcement Officers investigate illegal dumps, illegal burning, littering, throughout the county. Code enforcement investigates complaints from concerned citizens and law enforcement officials and also has the authority to issue violation citations.
Landowners are responsible for cleanup of dumping and improperly managed solid waste that occurs on their property. The Code Enforcement Officer will investigate any bagged trash that may lead to a name or address that could result in a notice of violation and/or citation being issued.

Secure Your Load!
Our Landfill began charging a $10 additional fee on July 1, 2014 for any vehicle that enters the Landfill with an uncovered/unsecured load. This policy was enacted to help reduce blowing litter on roadways and at the Landfill. Loads should be covered with tarps or secured before entering Rockingham County roadways (see Tarp Awareness below) and not at the landfill entrance.

Tarp Awareness
It’s illegal in North Carolina to haul an improperly secured load.
(Section 1. G.S. 14-399: When litter is blown, scattered, spilled,
thrown or placed from a vehicle or watercraft, the operator thereof
shall be presumed to have committed this offense.) Penalties include up
to a $2,000 fine, community service and one point on a motorist’s driver
license upon conviction.

Report Roadside Trash and Dead Animals
Enter the location description (or your current GPS location if the address is not known). Please call 911 for emergencies such as downed trees, power lines or other large items in the road with the potential to cause vehicle damage or injury.

Adopt-A-Highway
Be part of the solution! Volunteer groups may commit to perform litter cleanups a minimum of four times a year, for a four year period on a 2-mile stretch of roadway. This important civic service project saves taxpayers millions of dollars annually in roadside cleanup costs.

Swat-A-Litterbug
Report a Litterbug to the NC Department of Transportation by submitting the offender’s license plate number online or by calling 800-331-5864. The registered owner of the vehicle will receive a formal notification signed by the N.C. State Highway Patrol.
